A Minister Most Fowl

Guildmaster Elrin Veymar sends adventurers to infiltrate Silas Drenn's fortified manor to capture the Minister of Trade. They discover a hidden passage behind a painting in his study that leads to a secret chamber where Silas is communing with a strange orb alongside Slumber Cultists. When discovered, Silas shatters the orb, unleashing a psychic shockwave, and flees while the cultists drink dark elixirs that warp them into monstrous forms. The adventurers pursue Silas to a ruined courtyard where they find him fighting Galen Lamiur, who is barely holding his own. After capturing or defeating Silas, they learn that the glass and copper devices found in Kdor were manufactured in New Arcanum, pointing to their next destination.

Factions and Organizations
- Adventurer's GuildAlso known as Spear of Elina or Spear of the Goddess. A hundred years after the Dead Wars, the Guild has grown into a global hub for missions, with adventurers flocking to it from all over the world. Sour, cold, depressed, and often drunk, he is burdened by the city's decline. He hopes new adventurers can restore some spark of life to Evenfell.
- Galen LamiurAlso known as the Minister of Civil Projects. A human noble in Evenfell who is lavishly dressed with a jeweled cane, feathers in his hat, and strong perfume. Flamboyant, witty, and secretly cunning, he plays the fool to disarm his foes. Despite his peacock-like demeanor, he is a valuable ally who helps uncover the truth behind the city's disappearances.
- Silas DrennAn owlin and the Minister of Trade in Evenfell. Impeccably dressed in layered silks, jeweled rings, and a sharp goatee. Proud, calculating, and obsessed with power, he has the ear of the crown and works with the princess to take over the kingdom. He is responsible for the disappearances of nobles, merchants, and other citizens, keeping them captive in a hidden dungeon beneath his mansion. He prefers to avoid direct combat, escaping and letting others fight for him.

- EvenfellA kingdom once ruled by Queen Miriel Highlance. It fell to Skotos and was occupied by Augments in Dead Wars II. A century later, it is known as a land of white sands shimmering across the sea to the south of Kingdom Grand and has become a hub for collectors of rare and sometimes stolen artifacts. The city has black-sand beaches beneath stormy skies, high walls, a lighthouse with a stone bridge connecting to the city, docks, and a guild plaza. The streets are mostly quiet, with buildings that are mostly three stories and made of stone with red tiled roofs. The city is home to the Adventurers Guild of Evenfell, led by Elrin Veymar. The city has been experiencing a decline, with strange cultist activity and an eerie silence that sometimes falls over the streets. As Holt's war escalates, many citizens evacuate while mind-controlled adventurers defend the approach to the Great Dungeon Gate.

- Elite Slumber CultistAn enhanced version of the Slumber Cultist with improved armor class and hit points. When they drink a dark elixir, they can transform into monstrous forms with abilities like warped flesh (resistance to nonmagical damage), mantis legs (increased speed and leaping), or bear arms (enhanced melee damage). They wield ritual swords that deal slashing and acid damage.
- Elite Slumber Cultist MageAn elite Slumber Cultist with spellcasting abilities. They can cast wizard spells including fire bolt, sleep, ice knife, magic missile, shield, locate object, and detect thoughts. Like other elite cultists, they can transform into monstrous forms by drinking dark elixirs. They attack with quarterstaves that deal bludgeoning and acid damage.
